Bea Cukai 500 USD Allowance for Oleh-Oleh: Worked Cases for Gold (Malaysia), iPhone (Singapore), Branded Bags (Hong Kong) 2026

Published by SkyIndoFly Editorial Team — Last verified: May 2026

Indonesia’s Bea Cukai personal allowance is USD 500 per person per arrival under PMK 203/2017 (still in force) as clarified by PMK 34/2025. A family-of-4 pool = USD 2,000 (~Rp 31,500,000 as of May 2026, at Rp 15,750/USD). Anything over the threshold is taxed at Bea Masuk 10% + PPN 11% + PPnBM 0-40% depending on category. The three categories that most often catch diaspora returners off guard at the Soetta T3 counter: gold jewelry from KL (Bea Masuk 5% + PPN 11%, effective rate ~16.55%), iPhones from Mughrabi/Changi (Bea Masuk 10% + PPN 11% + PPh 10% without NPWP, effective rate up to 32%), and branded handbags from Hong Kong (PPnBM 40% kicks in once a single item exceeds USD 1,500). Self-declaration is mandatory via the All Indonesia app before landing as of 1 October 2025.

Disclaimer. Customs rules can change. Check the latest at beacukai.go.id and the All Indonesia app before flying. This article is not legal tax advice — for declaration edge-cases consult soetta.beacukai.go.id or the Kanwil Bea Cukai at your arrival airport directly.

At a glance: four headline numbers to anchor on

Before drilling into each category, four numbers Mama-Papa should pin down before boarding the flight back to Indonesia:

  1. Personal allowance USD 500 per person per arrival (PMK 203/2017 Pasal 12). Infants and toddlers each get the full USD 500 — a family-of-4 pools to USD 2,000.
  2. Standard excess tariff (above the threshold): Bea Masuk 10% (flat for traveler goods) + PPN 11% + PPh 7.5% (with NPWP) or 10% (without NPWP) + PPnBM if the category is luxury.
  3. Average effective rate 17.5-32% of customs value for normal consumer excess. Branded handbags, perfume, and vehicles trigger additional PPnBM.
  4. Mandatory self-declaration via the All Indonesia app as of 1 October 2025 — not optional. Skipping the declaration and getting flagged at X-ray = 100% Bea Masuk surcharge plus administrative sanctions.

One nuance: the USD 500 allowance is per arrival, not per year. Diaspora who fly home 3-4 times a year get the USD 500 allowance each landing — provided the pattern doesn’t read as commercial activity.

Per Bea Cukai Soetta and beacukai.go.id:

  • PMK 203/PMK.04/2017 on Export-Import Provisions for Goods Carried by Passengers and Crew — still the parent regulation, governing the USD 500 threshold and the personal-vs-commercial categorization.
  • PMK 34/PMK.04/2025 — the latest update, clarifying personal electronics (phones, laptops, smartwatches) that are exempt if already-used (used personal effect), vs new items that count toward the allowance.
  • Direktorat Jenderal Bea Cukai Regulation PER-09/BC/2024 — governs the self-declaration procedure via the All Indonesia app and integration with e-CD (Electronic Customs Declaration).

Goods categories per PMK 203/2017:

How to read this table. Effective rate = percentage of customs value (CIF — Cost + Insurance + Freight; in practice Bea Cukai uses the invoice price when reasonable). Example: iPhone 16 Pro Max retail Singapore SGD 2,099 (~Rp 24,560,000). If treated as full excess (allowance already used on other items), total tax ~Rp 7,860,000 non-NPWP, or ~Rp 6,999,000 with NPWP.

Category 1 — Gold jewelry from Kuala Lumpur (Habib, Poh Kong, KLCC)

Diaspora Mama-Papa in KL routinely bring gold from Habib Jewels, Poh Kong, or Tomei as gifts for daughters, mothers-in-law, or family investment. Gold jewelry rules per Bea Cukai Soetta:

  1. Worn jewelry on body — rings on fingers, necklace at neck, bracelets on wrists, earrings — exempt within reasonable limit. The de facto standard at Soetta T3 and Juanda T2: ≤ 100 grams per person per trip. Above that = treated as commercial import and held for verification.
  2. Gold in jewelry-shop box / packaging — counts toward the USD 500 allowance. Excess hits Bea Masuk 5% + PPN 11% = effective rate ~16.55%.
  3. Gold bullion / dinar / Antam-style precious metal — same rate (5% + 11%) plus PPh 0.45% if value > Rp 10 million. Original certificate required.

Worked example 1 — Mama buys a 22K 30-gram gold necklace at Habib KLCC.

  • Price: MYR 9,500 (May 2026, ~MYR 317/gram for 22K Habib retail) = Rp 33,250,000 = USD 2,111.
  • Worn directly on the neck when clearing Soetta immigration: exempt (30 g < 100 g reasonable limit).
  • In a Habib box inside a handbag: counts toward allowance. If the USD 500 allowance is used on this item, excess = USD 1,611. Tax = USD 1,611 × 16.55% = USD 266.6 ≈ Rp 4,199,000.

Worked example 2 — Family-of-4 from KL bringing 350 grams of gold jewelry.

  • Total value: MYR 110,950 ≈ USD 7,040.
  • Family allowance: USD 2,000. Excess: USD 5,040.
  • If distributed and worn (Mama 100 g, Papa 30 g for his wife at home, daughter 100 g, son 50 g ring): 280 g worn = exempt. 70 g remaining in a box = MYR 22,190 ≈ USD 1,408. Family allowance USD 2,000 still covers, so total tax-free.
  • Note: documentation (Habib invoice + photo when worn before boarding) matters if held for verification.

Category 2 — iPhones and electronics from Singapore (Mughrabi, Apple Orchard, Changi DFS)

Diaspora transiting through or based in Singapore often bring iPhones, MacBooks, AirPods, or Apple Watches as gifts or personal-use items. Electronics rules:

  1. IMEI registration cap = 2 phone units per arrival per Permendag 22/2024 + Permenkominfo 5/2021. More than 2 units = treated as commercial, with the IMEI blocked after 90 days if not formally imported.
  2. New iPhone counts toward USD 500 allowance. Excess tariff: Bea Masuk 10% + PPN 11% + PPh 10% (without NPWP) or 7.5% (with NPWP) = effective rate ~32% non-NPWP, ~28.5% with NPWP.
  3. Laptop / MacBook: Bea Masuk 0% (BTKI HS code 8471 for PCs/laptops) + PPN 11% + PPh non-NPWP 10% = effective rate ~22%.
  4. Smartwatch / wearable (Apple Watch, Garmin): same rate as smartphone = ~32%.
  5. IMEI registration mandatory within 60 days at www.kemenperin.go.id/imei or the Bea Cukai Mobile app — without it, the phone only works on WiFi (no Indonesian SIM).

Worked example 3 — Papa from Singapore brings iPhone 16 Pro Max 256GB + Apple Watch Series 10.

  • iPhone 16 Pro Max 256GB Apple Orchard: SGD 1,949 ≈ Rp 22,800,000 ≈ USD 1,448.
  • Apple Watch Series 10 42mm GPS: SGD 599 ≈ Rp 7,008,000 ≈ USD 445.
  • Total value: USD 1,893.
  • Papa’s individual allowance: USD 500. Excess: USD 1,393.
  • Tax (non-NPWP): USD 1,393 × 32% = USD 445.8 ≈ Rp 7,022,000.
  • Tax (with NPWP): USD 1,393 × 28.5% = USD 397 ≈ Rp 6,253,000.
  • Plus iPhone IMEI registration at kemenperin.go.id within 60 days of landing.

Worked example 4 — Family-of-4 from Singapore bringing 2 iPhones (Mama + Papa).

  • 2 × iPhone 16 Pro Max = USD 2,896.
  • Family allowance USD 2,000 (Mama 500 + Papa 500 + 2 kids × 500). Excess: USD 896.
  • Tax non-NPWP: USD 896 × 32% = USD 287 ≈ Rp 4,521,000.
  • Note: pooling family allowance is legal for items physically carried per adult. Children’s allowance cannot be “used” for adult items found in adult luggage. Best practice: split items into per-person suitcases.

Category 3 — Branded handbags and luxury items from Hong Kong / Tokyo

Diaspora in Hong Kong shopping at Harbour City or IFC often bring Hermès, LV, or Chanel. Luxury-item rules:

  1. PPnBM (Pajak Penjualan atas Barang Mewah) adds 40% of customs value for branded bags > USD 1,500 per item under PMK 96/2021 jo PMK 34/2025.
  2. Bea Masuk for leather / fashion bags 15-20% (HS code 4202).
  3. PPN 11% + PPh 10% non-NPWP standard.
  4. Effective total for premium bags > USD 1,500: can reach 50-70% of retail. Hermès Birkin 25 (retail HKD 95,000+ ≈ USD 12,130) excess tax could hit Rp 60-80 million.

Worked example 5 — Mama brings an LV Neverfull MM from Causeway Bay HK.

  • LV Hong Kong retail: HKD 17,500 ≈ Rp 35,350,000 ≈ USD 2,244.
  • Mama’s allowance: USD 500. Excess: USD 1,744.
  • Since the single-item value > USD 1,500, PPnBM 40% triggers. Effective rate ~55%.
  • Tax: USD 1,744 × 55% = USD 959 ≈ Rp 15,105,000.
  • Best practice: bring original invoice, photo with tag attached, don’t strip the packaging/tag (Bea Cukai can flag commercial intent if the tag is removed + the item has been used repeatedly = “personal effect” claim that needs documentation).

Worked example 6 — Papa brings a Rolex Submariner from ION Orchard SG.

  • Retail: SGD 14,300 ≈ Rp 167,310,000 ≈ USD 10,625.
  • Papa’s allowance: USD 500. Excess: USD 10,125.
  • Watches > USD 500 hit PPnBM 40%. Effective rate ~67%.
  • Tax: USD 10,125 × 67% = USD 6,784 ≈ Rp 106,848,000.
  • Note: for luxury watches, many diaspora try the “just wear it on your wrist” trick — but Soetta T3 Bea Cukai has X-ray scanners that detect precious metal on traveler luggage, and officers can interrogate. Honesty + documentation > avoidance.

Category 4 — Lebaran hampers, Christmas parcels, family gifts

The category that most often trips up diaspora: “small” oleh-oleh whose cumulative value crosses USD 500. A 10 kg Lebaran hamper from KL, a Singapore Christmas parcel, gifts for 15 family members in the kampung — total can easily hit USD 800-1,200 per person.

ItemAverage price (USD)Notes
Lebaran hamper kue kering 5 kg80-150Check ingredients, avoid animal products without quarantine cert
KL/SG chocolate parcel (10 boxes)100-200Free as long as not commercial-quantity
Perfume gift set80-150/setPremium sets > USD 200 can trigger PPnBM 20%
Kids toy gifts (Sylvanian, Lego, etc)30-100/itemFree within reasonable limit (1-2 items per gift recipient)
Uniqlo/Muji gift clothing20-50/itemFree if new-with-tags and ≤ 10 items reasonable
Premium cookware set100-300Korea/Japan hampers often hit this category

Worked example 7 — Family-of-4 from KL with a full Lebaran hamper haul.

  • 5 Lebaran kue kering hampers (for 5 households) × USD 120 = USD 600.
  • 20 Beryl’s KL chocolate boxes × USD 8 = USD 160.
  • 2 perfume gift sets × USD 100 = USD 200.
  • Pokemon plushies for 8 cousins × USD 30 = USD 240.
  • 4 Uniqlo Lebaran outfits for parents × USD 35 = USD 140.
  • Total: USD 1,340.
  • Family allowance: USD 2,000. Status: tax-free, with USD 660 of margin still available.
  • Declaration tip: declare the full USD 1,340 in the All Indonesia app — likely green-channel since below threshold.

How to declare via the All Indonesia app

Since 1 October 2025 per the Imigrasi press release, self-declaration is mandatory via the All Indonesia app before landing. Steps:

  1. Download the All Indonesia app from Play Store or App Store (official developer: Direktorat Jenderal Imigrasi). Free, no in-app purchases.
  2. Fill in trip data — passport, flight number, ETA, address in Indonesia. Can be filled starting H-3 before arrival.
  3. In the Customs Declaration section — choose:
    • Nothing to declare (green channel) — if total oleh-oleh value ≤ family allowance.
    • Something to declare (red channel) — if over threshold. Fill in category, quantity, estimated USD value.
  4. Submit and save the QR code — show it to the Bea Cukai officer in the arrival area (Soetta T3 has a dedicated All Indonesia gate).
  5. Either proceed green channel or follow red channel — if red, head to the Bea Cukai counter for tax calculation and payment (debit/credit card, transfer, or cash at Soetta T3 counter).

Tip from diaspora experience: over-declare rather than under-declare. If you declare USD 1,500 but the X-ray shows USD 1,000, the officer waves you through. If you declare USD 500 but the X-ray shows USD 1,500, you get administrative sanctions + 100% Bea Masuk surcharge. Honesty wins.

Arrival procedure at CGK Terminal 3, SUB Terminal 2, DPS International

Per Soetta Bea Cukai and AP1/AP2 protocols:

Soekarno-Hatta Terminal 3 international (CGK).

  • After immigration, pick up bags at the carousel. Bea Cukai officers stand by in the carousel zone.
  • Show the All Indonesia QR code at the initial gate — green channel to the left (direct exit), red channel to the right (declaration counter).
  • Bea Cukai counter at Soetta T3 is 24/7. Payment: IDR cash, debit/credit card, e-wallet (DANA, OVO).
  • Time estimate: green channel 5-10 min; red channel 30-90 min depending on complexity + queue.

Juanda Surabaya Terminal 2 international (SUB).

  • Per beacukai.go.id Juanda — same procedure as Soetta but lower passenger volume, faster queue.
  • Bea Cukai counter operates by international-flight schedule (typically 06:00-23:00).
  • Main international flights into SUB: AirAsia D7/AK from KUL, Citilink/Garuda from SIN/KUL, MAS from KUL, Scoot from SIN.

Ngurah Rai International Terminal (DPS).

  • Per beacukai.go.id Ngurah Rai — DPS has high foreign-tourist volume, so the Indonesian-passport diaspora flow goes through a separate “Indonesian Passport” gate.
  • All Indonesia QR code mandatory — officers verify before the carousel.
  • Bea Cukai counter 24/7 because international DPS flights spread across the day.

Family-of-4 scenario: full worked example

Comprehensive scenario for a diaspora family flying from KL home to Jakarta for Lebaran:

ItemValue (IDR)Value (USD)Notes
Mama’s gold jewelry worn (50 g)Rp 22,000,000USD 1,397Worn, < 100 g, exempt
New iPhone 16 Pro Max (Papa)Rp 22,800,000USD 1,448Excess taxable
Lebaran hampers (5 boxes)Rp 9,450,000USD 600Allowance
Beryl’s chocolate + parcel (20 boxes)Rp 2,520,000USD 160Allowance
Cousin gifts (toys)Rp 3,780,000USD 240Allowance
Uniqlo Lebaran outfits for parents (4 pcs)Rp 2,205,000USD 140Allowance
Perfume gift set (2 pcs)Rp 3,150,000USD 200Allowance
TotalRp 65,905,000USD 4,185

Family-of-4 allowance: USD 2,000.

Worn jewelry deduction: Gold worn on Mama’s neck (50 g) = exempt from the math = USD 1,397 removed. Remaining: USD 4,185 − USD 1,397 = USD 2,788.

Excess over allowance: USD 2,788 − USD 2,000 = USD 788.

Scenario A — Excess applied to Papa’s iPhone (32% non-NPWP):

  • Tax: USD 788 × 32% = USD 252.2 ≈ Rp 3,972,000.

Scenario B — Excess split (iPhone partial + hampers partial):

  • Bea Cukai typically calculates from the highest-value excess item first (iPhone) → rate ~32%.
  • Result similar to Scenario A.

Net family cost: ~Rp 3.9-4.0 million Bea Cukai tax for total oleh-oleh of Rp 65.9 million. Acceptable margin.

FAQ

Q: Does the USD 500 allowance apply to infants and toddlers too?

Yes — per PMK 203/2017, USD 500 per person per arrival with no age exemption. A 6-month baby and a 4-year toddler each get the full USD 500. A family-of-4 (2 adults + 2 kids) = USD 2,000. Good practice though: children’s items (toys, baby clothes, baby gear) belong in the kids’ bags — don’t stash adult items into the children’s suitcases to “pool” allowance, since allocation is checked per physical bag.

Q: Is gold jewelry worn on the body really exempt?

Exempt within reasonable limit (de facto ≤ 100 grams per person per trip at Soetta T3 and Juanda T2). Bea Cukai treats it as “worn” if worn on the neck, fingers, or wrists when passing immigration. Above 100 g/person triggers verification of commercial-vs-personal intent. Bring the original jewelry-shop invoice (Habib / Poh Kong / Tomei) for documentation.

Q: What if I don’t fill in the All Indonesia app — what’s the consequence?

Since 1 October 2025, declaration via All Indonesia is mandatory. If you skip it, the Bea Cukai officer at the gate will ask you to fill out a manual form at the counter — extra 30-60 min in queue, and your passenger risk profile auto-escalates to “red channel” full inspection. No formal monetary fine for no-app, but the time penalty is significant.

Q: If I bring more than 2 iPhones — will I definitely get flagged?

Per Permendag 22/2024 + Permenkominfo 5/2021, the personal IMEI registration cap = 2 smartphone units per arrival. Above 2 = treated as commercial — Bea Cukai can hold for verification, and IMEI #3+ will be blocked after 60 days unless formally imported (which requires Kemenperin license + full commercial Bea Masuk). Recommendation: max 2 phones per arrival, or split across separate trips.

Q: Will the laptop I’ve been using for years in Singapore get taxed when I mudik?

No — a laptop already used before departure (or bought in Singapore and used > 1 year) qualifies as a personal effect / used personal item = exempt. Carry proof if asked: old invoice, photo of work setup, or ownership documentation. A laptop bought < 6 months ago will be treated as a new item = counts toward allowance.

Q: How is the USD exchange rate calculated for the declaration — which date’s rate?

Bea Cukai uses Kurs Menteri Keuangan (KMK kurs pajak) updated weekly every Wednesday — not Bank Indonesia’s rate or Google’s rate. Check at fiskal.kemenkeu.go.id before departing. For May 2026 (estimate), KMK USD kurs ≈ Rp 15,750-15,850. For your declaration, use the rate effective on your arrival date.

Q: Do dry-food hampers from KL/SG go through quarantine?

Partially. Per Karantina Pertanian — animal products (meat, sausage, cheese, UHT milk > 2 liters) require a quarantine certificate; dry plant-based products (cookies, chocolate, roasted nuts, biscuits) generally don’t. KL Lebaran hampers (kastengel, nastar, lidah kucing) are safe; HK parcels with cured pork / roast pork / raw cheese can be seized. Check contents before packing.

Q: What if I disagree with Bea Cukai’s tax calculation at the counter?

Mama-Papa can request a review by the on-duty supervisor at the Soetta T3 / Juanda T2 / Ngurah Rai counter. If still in dispute, there’s a formal objection procedure within 30 days of the SPPB (Surat Pemberitahuan Pungutan Bea) issuance, filed at the Kanwil Bea Cukai for the airport. For complex cases (antique items, family gifts, inherited goods), consult beacukai.go.id or call the Bravo Bea Cukai hotline 1500225.

Family experience: Lebaran homecoming from KL with USD 1,700 oleh-oleh

Our experience flying home for Lebaran 2025 from KL to Surabaya: family of 4 (Mama + Papa + two kids aged 8 and 4), pool allowance USD 2,000. Oleh-oleh haul: 5 Lebaran hampers for extended family (Rp 9 million), 30 g of gold jewelry worn directly on Mama’s neck (Rp 13.5 million, worn-exempt), 1 new iPhone 15 for Papa’s younger brother in Surabaya (Rp 18 million), chocolate parcel + perfume gift (Rp 4 million). Non-worn total ≈ Rp 31 million ≈ USD 1,969.

At Juanda T2 after AirAsia D7 296 KUL-SUB landed at 14:30: we filled the All Indonesia app on the plane (MAS Lebaran flight had GoSky WiFi, 30 min was enough), declared USD 1,970 (rounded up). Green channel likely since below the USD 2,000 pool — verified at the gate, no inspection. Total arrival processing: 22 minutes from plane door to exit hall. iPhone IMEI registered at kemenperin.go.id one week later — 12 hours to activate for Telkomsel SIM.

Lesson: declare honest, use family pool allowance with items actually distributed across each person’s bag, don’t over-stuff the kids’ suitcases with adult-category items.

CTA: check ticket fares for optimal Bea Cukai timing

The Bea Cukai allowance resets per arrival — so a family flying home 2-3 times a year pools more total over the year. Compare diaspora-homecoming fares live on Aviasales:

Catatan dari meja redaksi Diaspora

Bringing oleh-oleh home isn’t about hiding from Bea Cukai — that approach is wrong and usually backfires. Bea Cukai now has sensitive X-ray + precious-metal scanners, and an AI-detection database for common luxury items. The sensible approach: do the math before departing (family allowance pool, worn-vs-stored, PPnBM categories), declare honest in the All Indonesia app, pay the tax that’s actually owed on excess, and keep documentation (original invoices, photos of items being worn).

For a family-of-4 with a USD 2,000 pool, a reasonable per-mudik oleh-oleh budget is Rp 28-35 million (under pool) or Rp 35-50 million with a Rp 2-5 million tax budget for excess. What usually costs diaspora more than it should: misreading the categories — assuming a second-hand LV is exempt (it isn’t, PPnBM if > USD 1,500), assuming a worn luxury watch is safe (Bea Cukai can inspect worn watches), assuming 3 iPhones won’t matter (it does, Permendag IMEI cap is 2 units).

PMK rules can change — verify directly at beacukai.go.id, the All Indonesia app, and KMK kurs pajak within 2 weeks of departure. We hope this guide helps Mama-Papa fly home with calm and no surprises at the Soetta counter.
