Disclaimer. This article is not legal advice. For specific cases — lost passport abroad, threatened work-permit status, emergency repatriation — contact the KBRI/KJRI/KDEI in your country of work, or the local labour attaché. They are the final authority on replacement documents and the Surat Perjalanan Laksana Paspor (SPLP — emergency travel document). Rules and fees can change; verify the latest update at Kemlu RI and BP2MI before taking action.

At a glance: a lost passport is not the end — these are the 7 steps

We know the panic that hits when a passport goes missing on foreign soil — especially for fellow PMIs mid-contract, far from family, with no idea where to start. Take a breath. A lost passport is not the end of the story. There is an established procedure that thousands of Indonesian migrant workers run every year: file a local police report → contact the KBRI/KJRI/KDEI → prepare identity documents → apply for SPLP or a replacement passport → fly home to Indonesia or resume work. Cost is IDR 0 if your PMI status is verified at BP2MI; IDR 200,000–500,000 for non-PMI or additional documents. Average timeline: SPLP 1–3 working days, new passport 7–14 working days.

For the top-5 PMI corridors — Saudi Arabia (KJRI Riyadh + KJRI Jeddah), Hong Kong (KJRI Hong Kong), Taiwan (KDEI Taipei), Malaysia (KBRI Kuala Lumpur), Singapore (KBRI Singapura) — the core procedure is the same, but addresses, opening hours, and corridor-specific extras differ. This article breaks down the 7 steps in full, with official contacts per mission, fair cost expectations, and how to arrange an interim return ticket while waiting for the SPLP.

For first-time readers: the SPLP (Surat Perjalanan Laksana Paspor) is an emergency travel document issued by the KBRI/KJRI/KDEI for migrant workers whose passport is lost, damaged, or expired and who need to return to Indonesia. The SPLP is single-use for one return journey to Indonesia. SPLP does not replace the passport for continuing work — if you plan to extend your contract, what you need is a new passport, not an SPLP.

The authority of KBRI/KJRI/KDEI offices to issue replacement travel documents is set in Law Number 6 of 2011 on Immigration and Minister of Foreign Affairs Regulation (Permenlu) Number 4 of 2017 on Services and Protection of Indonesian Citizens Abroad (JDIH Kemlu). Technical details of the SPLP procedure are documented at the kemlu.go.id portal under WNI Services Abroad.

A few terms that often get confused — worth understanding before you visit a mission:

  • Indonesian passport (Paspor RI) — official travel-identity document for Indonesian citizens, valid for 10 years (48-page electronic passport) or 5 years (24-page non-electronic, no longer newly issued).
  • SPLP (Surat Perjalanan Laksana Paspor) — single-use emergency travel document, only valid for one direct journey home to Indonesia. Cannot be used for travel through other third countries. Blue cover with Garuda emblem, resembles a passport but thinner.
  • Police Report — mandatory document from the police of the country where the passport was lost. Without a Police Report, KBRI/KJRI/KDEI will not process either an SPLP or a new passport.
  • Work Permit / ARC / iqama / FIN / FDW visa — residence/work permits typically linked to the passport. When a passport is lost, the work permit goes into a “pending” status until the replacement passport is issued. This is why prompt reporting matters.
  • BP2MI PMI Helpline — BP2MI’s official WhatsApp number for migrant workers needing emergency help, including a lost passport: +62 811-1000-2024 (verify the latest at bp2mi.go.id/halo-pmi).

What often goes unnoticed: a lost passport does not automatically cancel your PMI status at BP2MI. Your record as a registered Indonesian migrant worker stays in SISKO PMI as long as your work contract is still active. This is why SPLP issuance is free for verified PMIs — once the mission confirms PMI status with BP2MI, the replacement-document fee is covered by the state per Permenlu 4/2017 and the WNI service policy of Kemlu.

Seven steps for handling a lost passport

Below is the action sequence to follow from the moment you realize your passport is gone until you land in Indonesia or rejoin your employer. Follow the order — skipping a step slows the process and adds extra verification.

Step 1 — File a local police report within 24 hours

Why it is mandatory. The Police Report is a non-negotiable input for any replacement travel document. KBRI/KJRI/KDEI offices will not process either an SPLP or a new passport without an official report from the police of the country where the passport was lost. The Police Report also protects you against misuse of the lost passport (identity fraud, document trafficking, etc.).

How. Go to the nearest police station (in Saudi: Shurta or Markaz Shurta; in HK: Hong Kong Police Station; in Taiwan: 警察局 jǐngchá jú; in Malaysia: Balai Polis; in Singapore: Singapore Police Force Neighbourhood Centre). Bring: Indonesian KTP (original or photo), driver license, or photocopy of the old passport if you have one. Request an official, stamped Police Report — sometimes called a “Lost Property Report” or, in Saudi Arabia, “ta’mim” (loss report). Record the report number and request a written copy.

Community tips. In Saudi (Riyadh/Jeddah), some Markaz Shurta require a letter from the employer/kafil before processing the report — bring a copy of your iqama (if you still have it) and ask the employer to write a short letter (formal Arabic or English) confirming you are a registered worker. In Hong Kong, police are usually very helpful and the report process runs 30–60 minutes; bring your HK ID Card showing Domestic Helper Visa status. In Taiwan, the report is processed in Mandarin — if you are not fluent yet, bring a friend / fellow PMI / shelter supervisor to assist. In Malaysia and Singapore, officers speak English and/or Malay — relatively straightforward.

Step 2 — Contact the PMI Helpline or KBRI/KJRI/KDEI hotline

Why it is mandatory. Before physically visiting the mission, give the hotline a heads-up — several missions require appointments, and some cases (especially in Saudi where kafala/sponsor coordination is involved) need extra coordination before you walk in. The hotline also confirms which documents to bring, actual opening hours for that day (sometimes adjusted for local holidays), and your PMI status in the BP2MI system.

How. WhatsApp the BP2MI PMI Helpline at +62 811-1000-2024 (verify updates at bp2mi.go.id) — it operates 24/7 for migrant-worker emergencies. Or contact the relevant mission’s hotline directly (full numbers in the “KBRI/KJRI/KDEI Directory” section below). State: full name, KTP NIK, PMI status (which employer, since when), current location, that you have filed a police report (cite the report number), and your next-step plan (return or continue work).

Community tips. If you are panicking and unsure where to start, call the PMI Helpline before going to the police — the helpline operator will guide you through the country-specific order. For HK PMIs with stable internet, you can also DM the official KJRI Hong Kong Facebook page (active 24/7). For Taiwan PMIs, the KDEI Taipei Facebook page and the BMI Taiwan groups usually reply quickly (KDEI public-relations staff often monitor those).

Step 3 — Prepare supporting identity documents

Mandatory (all corridors):

  • Indonesian KTP original or a clear photo/scan (front and back)
  • Birth certificate (akta lahir) original or scan
  • 2 passport photos 4×6 (white or red background — some missions require red, others white; bring both if possible)
  • Police Report from Step 1 (original + 2 photocopies)
  • Photocopy of old passport if available (a photo in your phone or old email helps — many PMIs deliberately keep a passport photo on Google Drive for exactly this situation)

Supporting documents (corridor-specific):

  • Saudi PMI. Photocopy of iqama (if still available), photocopy of work contract, letter from kafil/employer (better if it carries the company/syarikah official stamp).
  • Hong Kong PMI. Hong Kong ID Card, Domestic Helper contract, last 3 months of payslips, Employer’s Letter.
  • Taiwan PMI. Original or photocopied ARC, work contract, payslip, Taiwan NHI health card.
  • Malaysia PMI. Work visa / Pas Lawatan Kerja Sementara (PLKS), work contract, photocopy of i-Kad or work ID.
  • Singapore PMI. Work Permit Card (or S-Pass / FDW Pass), work contract, payslip.

Community tips. If your birth certificate is not with you, ask family in Indonesia to scan it and send via WhatsApp — many missions accept the scan via email/WhatsApp in the early stage before the physical document follows. Passport photos can be taken at studios near the mission (typically the equivalent of IDR 30,000–60,000 for four prints). Do not use a selfie passport photo — some missions reject photos that fail standard passport specs (too dark, uneven background, non-formal expression).

Step 4 — Visit the KBRI/KJRI/KDEI and file the application

When to arrive. Check consular service hours on the relevant mission’s website — typically Mon–Fri 09:00–12:00 for filing and 13:30–16:00 for collection. Some missions (KJRI Jeddah, KBRI Riyadh) close on Friday–Saturday because of the Saudi weekend; this differs from the Indonesian weekend. For emergency cases (need to return within 48–72 hours due to a death in the family or severe illness), walk in directly and explain the situation — consular staff typically open a priority lane for urgent cases.

What happens at the counter.

  1. Take a queue number from the information desk (some missions use an online reservation system for the queue number).
  2. Fill out the Lost Passport Report Form + SPLP Request Form (if you plan to return). Forms are available at the counter or downloadable from the mission website.
  3. Hand documents to the counter officer. The officer verifies identity with supporting documents and coordinates with BP2MI to confirm PMI status.
  4. The officer determines the type of document to issue: SPLP (for one return trip to Indonesia) or new passport (for continuing work). You can also choose — but note that a new passport takes longer (7–14 working days) due to central verification by the Directorate General of Immigration in Jakarta.

Community tips. Arrive before 08:00 — mission gates typically open the queue from 07:30, and arriving mid-morning means 3–5 hours of waiting. Bring snacks, water, and a power bank — queues are long, and some consular halls do not allow you to leave the area after taking a number. Modest dress code applies — some missions (especially KBRI Riyadh and KJRI Jeddah) refuse visitors in t-shirts or shorts; wear a shirt/blouse and long trousers/skirt.

Step 5 — Wait for SPLP or replacement passport issuance

Timeline.

  • Standard SPLP: 1–3 working days. For emergency cases (death of family member, severe illness with a doctor’s note), same-day or next-day is possible.
  • New passport: 7–14 working days. Longer because data must be verified with the Jakarta Directorate General of Immigration and the passport is printed at the mission (or shipped from Jakarta for some missions).

Cost (as of May 2026 — verify directly with the mission):

  • PMI verified at BP2MI: IDR 0 for both SPLP and replacement passport (per Permenlu 4/2017 + Kemlu’s WNI service policy for migrant workers). Costs for passport photos, photocopies, and transport to the mission remain the PMI’s responsibility.
  • General WNI (non-PMI or unverified PMI status): SPLP roughly IDR 200,000–350,000; replacement 48-page electronic passport IDR 350,000–650,000 (equivalent to standard passport fees at Indonesian Immigration offices). Fees are paid in local currency at the mission’s official conversion rate.

What to do while waiting. Stay at your employer’s place / PMI shelter / approved accommodation. Do not change location without notifying the mission — if your document is ready but you cannot be reached, collection gets delayed. Stay in legal status — even with a lost passport, your work permit/iqama/ARC typically remains active during the replacement process (verify with local immigration through the mission).

Community tips. Use the waiting window to prepare the return ticket (for SPLP) or to coordinate with the employer for work-permit extension (for a new passport). For SPLP-return cases, do not buy the ticket until the document is in hand — if there is an issuance delay, the ticket can be wasted and trigger an IDR 1.5–2 million reschedule fee.

Step 6 — Book the interim return ticket or resume the contract

For SPLP (permanent return). Once the SPLP is in hand, book a one-way ticket to Indonesia. The SPLP is single-use for one return journey — it cannot be used to transit to a third country other than the direct route home. The arrival destination must be an Indonesian international airport (CGK, SUB, DPS, KNO, UPG, BPN, or other airports with immigration counters).

Budget routes per corridor (one-way, fare floor T-2 to T-4 weeks, May 2026):

For new passport (continuing work). No ticket needed — return to the employer with the new passport. Report immediately to local immigration (Tarheel/Absher in Saudi; HK Immigration Department; NIA Taiwan via the employer; Imigresen Malaysia; ICA Singapore) so the work permit / iqama / ARC is re-linked to the new passport. Some authorities grant a 14–30 day grace period for re-registration; confirm with the KBRI/KJRI/KDEI when collecting the passport.

Step 7 — Report to BP2MI at the arrival airport upon landing

What to do on arrival. When you land at SUB Juanda T2, CGK Soekarno-Hatta Terminal 3, DPS Ngurah Rai, or another international arrival airport:

  1. Clear immigration with the SPLP — Indonesian Immigration accepts the SPLP as a valid travel document for a WNI re-entering their own country. The officer stamps the SPLP and typically retains it for the Immigration archive.
  2. Report at the BP2MI counter (usually in the arrival area, near baggage claim or after customs). Bring the SPLP, KBRI/KJRI/KDEI documents, and ID. BP2MI updates the SISKO PMI record as “PMI returned” and issues a homecoming-report letter.
  3. Claim BPJS-PMI insurance if applicable — some lost-passport cases involving violence/fraud abroad fall within the BPJS-PMI coverage. Contact the nearest BPJS Ketenagakerjaan office in your hometown with the supporting letter from the KBRI/KJRI/KDEI.
  4. Apply for a new passport at an Indonesian Immigration Office (Kantor Imigrasi Kelas I in the provincial capital or Kelas II in a smaller city) at least 14 days after arrival, per Kemenkumham procedure. The fee is IDR 350,000 for a 48-page electronic passport valid 10 years, per the Directorate General of Immigration PNBP rates.

Important note. If you have plans to travel abroad again (VFR leave or a new job), plan the timing — a new passport in Indonesia takes 4–14 working days (M-Paspor system). There is no shortcut; do not ask a mission to issue a passport before returning if you are already certain about permanent return.

SPLP vs new passport: which one to request?

One of the most consequential decisions at the mission: request an SPLP (return) or a new passport (resume work)? The consular officer will ask about your plans, but the decision is yours. Considerations:

Choose SPLP when:

  • Contract is finished or ending within 1–2 months and not renewing
  • There is an emergency in Indonesia (death of family member, severe illness) demanding immediate return
  • The employer relationship has broken down and contract continuation is off the table
  • Work permit/iqama/ARC is at its expiry edge and will not be renewed
  • PMI is under shelter protection at the mission and is guided by KBRI/KJRI/KDEI to return

Choose new passport when:

  • Contract still has > 6 months and the employer agrees to continue
  • Work permit/iqama/ARC can be renewed and remains valid
  • You plan a VFR leave to Indonesia and will return to the same employer
  • You plan to transit through a third country (SPLP cannot be used for non-direct travel to Indonesia)

Additional note. The SPLP is not a permanent document. Once you land in Indonesia, the SPLP is typically retained by Immigration as an archive — you must obtain a new passport at an Indonesian Immigration Office if you plan to travel abroad again. A new passport in Indonesia requires an appointment via the M-Paspor app and an IDR 350,000 fee for a 48-page electronic passport.

Cost: how much from start to landing?

A breakdown of fair-cost expectations for the full lost-passport process, from filing the police report to landing in Indonesia. The figures below are typical ranges as of May 2026 — actual costs vary by corridor and added needs.

Total non-ticket cost (PMI)Equivalent IDR 150,000–600,000Equivalent IDR 600,000–1,200,000

Note. For PMI corridors where return-ticket cost is the employer’s responsibility (Hong Kong domestic-helper sector, parts of Taiwan, Saudi domestic sector per PERMEN KP2MI 17/2025 — JDIH BP2MI), the return ticket is not borne by the PMI. Check your contract before paying out of pocket.

Avoid brokers. Do not engage a “passport broker” or “SPLP fixer” who offers faster processing at 2–5x the official rate. Official KBRI/KJRI/KDEI services are free for verified PMIs and affordable for general WNI. If anyone demands inflated payments, report to the PMI Helpline (+62 811-1000-2024) — BP2MI investigates extortion.

FAQ — questions from BMI groups and KBRI WhatsApp helpdesks

1. My passport was lost in Saudi but the iqama is still with me — can I keep working while waiting for a new passport?

It depends on the iqama status and the kafil/employer’s policy. Technically the iqama is linked to the passport — when the passport is lost, Saudi’s Tarheel/Absher system shows a pending status until the replacement passport is issued and re-registered. Most kafils still allow the PMI to keep working during the replacement process, provided there is a letter from KJRI Riyadh/Jeddah stating that the PMI is in the document-replacement pipeline. Carry that letter for any interaction with Saudi authorities (Shurta, Jawazat) so your employment status is not flagged as illegal.

2. If my KTP is also lost (mugged), can I still apply for the SPLP?

Yes, but verification needs additional steps. Contact family in Indonesia to: (a) scan and send the KTP via WhatsApp/email to the mission’s email; (b) get a letter from the village/sub-district stating the PMI is a local resident; (c) ask BP2MI in the hometown to confirm the PMI’s SISKO registration. Without a KTP, the process takes 2–5 extra days, but it is still doable. A mugging case must be reported to local police and to the mission as a WNI security incident.

3. I am a PMI who was robbed — passport, money, and phone all gone. How do I contact family or the mission?

Walk directly into the nearest police station — the police will connect you to the nearest Indonesian mission via formal coordination. KBRI/KJRI/KDEI offices typically assist PMIs in crisis (robbery, violence, exploitation) with shelter accommodation at the mission + transport to the mission + free communication with family. This service is free for PMIs per Permenlu 4/2017. For extreme cases (human trafficking, sexual violence), Kemlu RI works with LPSK and Indonesian police for emergency repatriation — ticket cost is covered by the state.

4. How long is the SPLP valid? Can it be used for a visa run to a third country?

The SPLP is valid for 30 days from issuance and is single-use for one direct trip to Indonesia. The SPLP cannot be used for: a visa run to a third country, a long transit that involves entering another country (except airport transit without immigration exit), tourist travel, or business travel. The SPLP is exclusively for emergency repatriation. After returning home, apply for a new passport at an Indonesian Immigration Office if international travel is still on the cards.

5. My employer refuses to give me time off to visit the KBRI/KJRI/KDEI to process the lost-passport case. What are my rights?

Under the labour laws of most PMI corridors (Hong Kong Standard Employment Contract, Taiwan Labor Standards Act, Saudi Labor Law, Malaysia Akta Kerja, Singapore Employment of Foreign Manpower Act), the employer is required to facilitate the PMI’s document-processing needs including passport replacement. If the employer refuses, contact the labour attaché at the KBRI/KJRI/KDEI for mediation. Not legal advice — serious disputes require formal mediation through the mission and/or local labour authority. The PMI Helpline (+62 811-1000-2024) can escalate.

6. Can I claim BPJS-PMI insurance for lost-passport expenses?

BPJS-PMI insurance covers violence, workplace accidents, death, and deportation risk — not routine administrative fees like passport replacement. However, if the lost passport results from violence/robbery/exploitation, the document-processing cost + return-ticket cost can be claimed under PMI insurance coverage. Bring: the Police Report (as evidence of violence/robbery), the letter from the KBRI/KJRI/KDEI, and the work contract. File the claim at the nearest BPJS Ketenagakerjaan office in your hometown after returning.

7. I overstayed because the passport was lost and I could not finish processing within the visa window. Will I be fined?

It depends on the corridor and circumstances. In Saudi, overstay can attract SAR 100–10,000 in fines + a 5-year re-entry ban. In Hong Kong and Singapore, overstay can mean fines in the thousands of HKD/SGD + a re-entry ban. However, if the overstay is caused by a lost passport and the PMI reported to the KBRI/KJRI/KDEI within 24–72 hours of the loss, most immigration authorities grant leniency — fines are waived or reduced as long as the mission’s documentation proves the PMI was in the replacement pipeline. Report quickly = penalty reduced. Not legal advice; consult specific cases with the KBRI/KJRI/KDEI labour attaché.

8. What is the difference between KBRI, KJRI, and KDEI?

  • KBRI (Kedutaan Besar Republik Indonesia — Indonesian Embassy) — primary diplomatic mission of Indonesia in another country, headed by an Ambassador. Examples: KBRI Kuala Lumpur, KBRI Singapore, KBRI Riyadh.
  • KJRI (Konsulat Jenderal Republik Indonesia — Indonesian Consulate General) — consular office in a city other than the capital, headed by a Consul General. Examples: KJRI Jeddah, KJRI Hong Kong, KJRI Kota Kinabalu.
  • KDEI (Kantor Dagang dan Ekonomi Indonesia — Indonesian Trade and Economic Office) — economic/trade representative in a country/territory without formal diplomatic relations. Currently only KDEI Taipei (because of Taiwan’s diplomatic status). It performs the same WNI services as a KBRI/KJRI for PMIs.

All have the authority to issue SPLP and replacement passports for WNI/PMIs within their respective working areas.

A note from the migrant-worker desk

Losing a passport on foreign soil is one of the most vulnerable moments in a migrant-worker career — we know the panic, the embarrassment, the confusion that comes with it. But thousands of Indonesian migrant workers have walked through this exact procedure safely every year, and the Indonesian missions abroad have a tested workflow to help. The seven steps above distil real PMI community experience with the official procedure set under Permenlu 4/2017 + the Immigration Law 6/2011.

Three things matter most: report fast (local police within 24 hours, Indonesian mission within 48–72 hours), bring complete documents (KTP + birth certificate + passport photos + Police Report + work documents), and avoid brokers (official services are free for PMIs). If you are panicking and unsure where to start, WhatsApp the BP2MI PMI Helpline at +62 811-1000-2024 — operators are on duty 24/7 for migrant-worker emergencies.

The latest rules on SPLP, consular fees, and passport-replacement procedure can change — always cross-check official channels at Kemlu RI and BP2MI before taking action. For specific cases — lost passport in a violence context, contract disputes, emergency repatriation involving family in Indonesia — the labour attaché at the KBRI/KJRI/KDEI is the final authority who can help.

May fellow PMIs going through this difficult moment get their replacement documents quickly and either return to a steady work rhythm or land peacefully back home.
