Return Tickets for Indonesian Migrant Workers in Hong Kong: Annual Leave, Employer-Paid or Not, Cathay vs Garuda 2026

At a glance: 2 leave pathways, 3 timing windows, 3 airlines

For temen2 PMI Hong Kong whose 2-year contract is nearly up or who are entering the cuti tahunan (annual leave) window, two key questions: when to book, and is the majikan required to pay? Short answer: the return ticket at end of every 2-year contract is the majikan’s responsibility per Clause 13 SEC from Hong Kong Immigration Department, except mid-contract leave (different mechanics). Cathay Pacific HKG–CGK direct averages Rp 3.5–5.5M (HKD 1,900–3,000) with 30 kg free baggage. Garuda Indonesia HKG–CGK direct averages Rp 4.0–6.0M. Citilink HKG–DPS–SUB via Bali averages Rp 3.0–4.5M with 4–8 hour transit. Paperwork: majikan’s consent letter + HK Re-Entry Stamp + lapor diri at KJRI Hong Kong in parallel.

Most common mistake in PMI Hong Kong groups: buying tickets too early (majikan has not approved the date in writing), hit with reschedule fees of HKD 800–1,500 (~Rp 1.5–2.8 million). Second mistake: waiting too long, direct HKG–CGK spikes to Rp 7–9 million and transit >10 hours becomes the only option.

This article is a decision tree. Unlike the Taiwan corridor centered on the ARC cycle, the Hong Kong corridor revolves around the 2-year Domestic Helper Visa cycle + Sunday-off culture + Causeway Bay/Tsim Sha Tsui hubs.

Hong Kong Domestic Helper Visa basics and annual-leave rules

The Foreign Domestic Helper (FDH) Visa is the residence-and-work permit issued by Hong Kong Immigration Department for PMI in the domestic-helper sector. Valid 2 years matching the Standard Employment Contract (SEC). Per BP2MI 2025 data, ~150,000 PMI are registered in Hong Kong — Indonesia’s second-largest corridor after Taiwan (BP2MI Pusdatin).

Annual-leave rules are governed by Employment Ordinance Cap. 57 + specific clauses in the Standard Employment Contract for FDH (ID 407). Key points for return-ticket planning:

  1. Annual Leave (paid). Per EO §41AA, a worker employed continuously for at least 12 months is entitled to 7 days paid annual leave in year one, increasing by 1 day per year up to a maximum of 14 days.
  2. Statutory Holidays. 12 official public holidays per year (Chinese New Year, Easter, etc. — Hong Kong follows the Chinese-public calendar; Eid al-Fitr is not a HK public holiday). Weekly Sunday off is a separate right.
  3. Free Return Passage (end-of-contract return ticket). Per Clause 13 SEC, the majikan must provide a return ticket to the worker’s place of origin in Indonesia at the end of each 2-year contract (or equivalent ticket cash), as long as the contract ends normally.
  4. Home Leave during contract. There is no explicit SEC mandate requiring the majikan to pay for mid-contract leave tickets — mid-contract leave tickets are the worker’s responsibility, unless additional written agreement.
  5. Re-Entry. PMI returning from leave with plans to come back must have an active FDH Visa + re-entry stamp when departing Hong Kong Immigration. Without a re-entry stamp, the FDH Visa is considered “abandoned” on re-entry.

Hong Kong Immigration details the full procedure at immd.gov.hk (“Foreign Domestic Helpers”). KJRI Hong Kong publishes guidance at kemlu.go.id/hongkong — especially ahead of major leave windows.

Often missed: the Free Return Passage clause only applies when the contract ends normally. Mid-contract leave tickets are borne by the worker — unless the majikan voluntarily covers. So “majikan bayar tidak” depends on whether leave is end-of-contract (majikan required) or mid-contract (worker pays unless agreed otherwise).

Per KJRI Hong Kong, documents typically required for PMI annual leave: Indonesian passport valid 18+ months, original HK ID Card + photocopy, latest SEC, Employer’s Consent Letter (signed and stamped), 3 months pay slips, and round-trip booking proof OR return ticket + re-entry plan proof. Documents may change — check KJRI channels first.

Decision tree: annual leave in how many weeks?

Below are scenarios we most often see in the PMI Hong Kong community. Each pairs ticket action with paperwork action that must run in parallel.

Scenario 1 — 2-year contract ending, end-of-contract return ticket (majikan must pay)

Situation. The 2-year contract ends in 2–4 months. The worker has decided not to continue with the same majikan. Return ticket is mandatory employer-provided per SEC Clause 13.

Ticket action.

  • Do not buy the ticket yourself yet. Ask the majikan in writing (WhatsApp/email as evidence): direct ticket or cash equivalent? Most compliant majikan provide tickets directly via their agency.
  • If the majikan gives cash: ask for a reasonable amount matching market price. Check fares at Aviasales HKG → CGK or Aviasales HKG → SUB — print as negotiation evidence.
  • If the majikan provides the ticket directly: check date & route. If it conflicts with family events, negotiate adjustment before the ticket is issued.

Paperwork action (parallel).

  1. Request a written Release Letter from the majikan.
  2. Visit KJRI Hong Kong in Causeway Bay to report permanent repatriation + request a repatriation letter. Bring: passport, HK ID Card, SEC, Release Letter, last pay slip.
  3. Ensure no outstanding fees with agencies. Per PERMEN KP2MI 17/2025 (JDIH BP2MI), the agency-fee cap is regulated.
  4. Upon landing in Indonesia: register at the BP2MI counter at the arrival airport (CGK T3 International or SUB T2 International).

Scenario 2 — Mid-contract annual leave (worker pays)

Situation. Contract is ongoing, the worker takes 7–14 days paid annual leave for Lebaran, Idul Adha, or other family event. The ticket is the worker’s responsibility.

Ticket action.

  • Book T-8 to T-12 weeks before departure for fare floor Cathay HKG–CGK Rp 3.5–4.5M or Garuda HKG–CGK Rp 4.0–5.0M.
  • Choose a return (PP) ticket — KJRI and Hong Kong Immigration both require round-trip evidence for leave validation and re-entry plan.
  • Ensure return date to Hong Kong is within FDH Visa validity. If visa expires one month after return ticket, cancel — renew visa first.

Paperwork action (parallel).

  1. Request a written Employer’s Consent Letter. Without it, Hong Kong Immigration will not issue a re-entry stamp.
  2. Process the re-entry stamp in the passport — usually at HKG Chek Lap Kok exit immigration; for visa-renewal-pending situations, consult the Immigration Department first.
  3. Report temporary departure to KJRI via official WhatsApp or Sunday at Causeway Bay. Online self-reporting also available via the BP2MI portal.

Scenario 3 — Emergency leave (family death, severe illness, force majeure)

Situation. Bereavement or medical emergency demands return within 24–72 hours.

Ticket action. Last-minute HKG–CGK/SUB averages Rp 6–10 million in the 24–72 hour window. Cathay and Garuda offer bereavement fares (~10–15% discount) with official death documentation — verification 4–24 hours. Transit Singapore or KL as backup if direct is full.

Paperwork action (parallel). Contact KJRI Hong Kong immediately — hotline at kemlu.go.id/hongkong; KJRI helps coordinate with the majikan. Hong Kong Immigration is generally accommodating for emergencies with a bereavement letter. Report to BP2MI via emergency hotline for emergency-repatriation logging.

Scenario 4 — Job Transfer (changing majikan, staying in Hong Kong)

Situation. The worker wants to change majikan but stay in Hong Kong. Job Transfer in Hong Kong is easier than in Taiwan — the worker can change employers without returning to Indonesia if the new contract is approved before old FDH Visa expires. No ticket needed in this scenario. If the worker still wants to “balik bentar” between contracts, the ticket is the worker’s responsibility unless the old majikan provides it as Free Return Passage. Paperwork: obtain new contract, submit at Hong Kong Immigration via new majikan, ensure Release Letter from old majikan, report employer change to KJRI Hong Kong.

Homecoming baggage: Hong Kong oleh-oleh, work gear, documents

For PMI Hong Kong, baggage is the most important value-prop in airline selection. Mong Kok, Tsim Sha Tsui, and Sham Shui Po are oleh-oleh paradises: Watsons/Sasa, watches, gold-leaf chocolate, XO sauce, dried scallop, grandchild clothes. Per-airline comparison for HKG → Indonesia:

AirlineFree check-inCarry-onExtra (per kg)PMI-specific note
Cathay Pacific30 kg7 kg~Rp 280,000–380,000/kg (HKD 155–210/kg)PMI-friendly; HKG ground staff accommodating for dry oleh-oleh

Singapore Airlines30 kg7 kg~Rp 300,000–400,000/kgPremium tier; rarely used by PMI
Scoot20 kg (BIG bundle)10 kg~Rp 200,000–350,000/kgLow-cost — extras expensive at airport

Baggage tips for temen2 PMI carrying ≥35 kg of oleh-oleh:

  1. Buy baggage bundles at booking, not at the counter. Counter can be 40–60% more expensive (AirAsia 30 kg bundle Rp 350K at booking vs Rp 600K+ at HKG counter).
  2. Split between check-in and carry-on. A 7 kg carry-on is rarely strictly weighed at HKG boarding — valuables (phone, documents, watches) in carry-on, dry oleh-oleh in check-in.
  3. Send heavy oleh-oleh via separate cargo. For >50 kg total, Hong Kong–Indonesia cargo services run Rp 40,000–70,000/kg sea freight (30–45 days).
  4. Avoid Customs problem items. Cosmetics without BPOM labels, replica watches, unregistered Chinese herbal medicines can be held (full rules).
  5. Personal used electronics (phone, laptop, camera): no import tax if within the USD 500/person/arrival allowance (PMK 203/2017 + 34/2025).
  6. Gold jewelry oleh-oleh. For gold >100 grams, declaration is mandatory at the Customs gate at the arrival airport.

KJRI Hong Kong (Causeway Bay): contact, hours, queue tips

KJRI Hong Kong is the Indonesian representation in Hong Kong and Macau — including PMI services. Official contact:

  • Address. Causeway Bay area (latest address + MTR directions at kemlu.go.id/hongkong). Causeway Bay is the Sunday-off hub for Indonesian PMI.
  • PMI service hours. Monday–Friday standard office hours; Sunday morning special PMI service (check official KJRI Hong Kong Facebook before visiting).
  • Hotline. Available on the KJRI portal — use official channels.
  • Peer channels. Announcements also shared in Facebook groups (Buruh Migran Indonesia Hong Kong, IMWU) — often faster updates.

KJRI Hong Kong queue tips from the PMI community.

We know Sunday queues at KJRI Causeway Bay can stretch hours — especially leading up to major leave windows (Chinese New Year/Lebaran/Idul Adha). Practical preparation:

  1. Arrive before 9:00 AM Sunday. Doors open at PMI-special hours, but the queue is long beforehand. Arriving late = 3–5 hour queues and possibly returning next Sunday.
  2. Bring 3 sets of photocopies for every document. Passport, HK ID Card, SEC, employer letter, pay slip. Copy machines around KJRI are often long-queued.
  3. Bring snacks + drinks. Indonesian restaurants around Causeway Bay (Warung Indo, Indo Asli) can fill up.
  4. Use online services where possible. For online self-report and passport-renewal appointments, KJRI provides online channels.
  5. Peer community at Victoria Park. On Sundays, Victoria Park and the Sogo Causeway Bay area are PMI meeting points — much peer info circulates, but always cross-check with official channels.

BP2MI: return reporting and reintegration program access

Upon returning to Indonesia, PMI must report to BP2MI via the SISKO PMI app / bp2mi.go.id portal, or BP2MI counter at the arrival airport (CGK T3 International, SUB T2 International). Reporting before departure from Hong Kong can be done via the KJRI labor attache.

Placement fee rules are governed by PERMEN KP2MI 17/2025 (JDIH BP2MI) — including the agency-fee cap + components that are the majikan’s vs the PMI’s responsibility. For Hong Kong, end-of-contract ticket costs are the majikan’s responsibility per SEC Clause 13 — check your contract before paying out-of-pocket.

Reintegration programs: Migrant Bright Go Home (entrepreneurship training), UMKM aid for ex-PMI (BRI/BNI/Mandiri financing), and skills certification. BP2MI programs are free for registered ex-PMI — beware of “reintegration broker” scams.

FAQ — questions from PMI Hong Kong groups

1. Is my majikan required to pay for my return ticket?

Depends on when leave is taken. Leave at end of a 2-year contract ending normally: the majikan must provide a return ticket to your origin city in Indonesia (or equivalent cash) per Clause 13 SEC. Mid-contract leave: the ticket is the worker’s responsibility, unless additional written agreement. Not legal advice — serious disputes need mediation via KJRI Hong Kong or Hong Kong Labour Department.

2. I already bought my own ticket but the majikan said they’d pay — can I be reimbursed?

Possible, but best confirmed in writing before buying. A WhatsApp or email from the majikan stating “the employer will reimburse the ticket cost of HKD X” is valid evidence. Keep the original ticket receipt + confirmation email + reimbursement proof. If the majikan suddenly refuses after purchase, there is a mediation pathway via KJRI Hong Kong.

3. My annual leave is 7 days — enough to go to Surabaya?

Realistically, 7 days of pure leave is too short because 1 day is spent on the return journey, 1 day on the return trip, leaving 5 effective days. Many temen2 PMI combine annual leave + statutory holidays (4-day Chinese New Year, Easter long weekend, Christmas week) to get 10–14 effective days. Request annual leave attached to a statutory holiday — efficient and within paid leave entitlement.

4. What must be reported to BP2MI when returning home?

Temporary leave: online self-report via the BP2MI portal stating departure plan + return plan. Permanent return: register at the BP2MI counter at the arrival airport, include Release Letter from the majikan + repatriation letter from KJRI Hong Kong. Required for BP2MI database updates and reintegration program access.

5. How do I claim BPJS-PMI insurance upon return?

BPJS-PMI claims can only be processed after the PMI has reported repatriation to BP2MI. Contact the nearest BPJS Ketenagakerjaan office with: passport, return documents from KJRI Hong Kong, work contract, and BPJS-PMI claim form. Not legal advice — for difficult claim cases, contact BP2MI or PMI advocacy NGOs such as buruhmigran.or.id.

6. I’m taking the KUL transit route — do I need a Malaysia visa?

No. Indonesian passport is visa-free for Malaysia for 30 days (ASEAN). For transit at KLIA / KLIA2 without leaving the transit area, nothing is needed. If layover >10 hours and you want to exit the airport, enter normally with an Indonesian passport.

Per Employment Ordinance and SEC, the majikan must facilitate annual leave that is the worker’s right (after 12 months of contract service). First step: talk to the Hong Kong recruiter agency. If unresolved, contact the labor attache at KJRI Hong Kong for mediation. Not legal advice — serious disputes need formal mediation through Hong Kong Labour Department (labour.gov.hk) or KJRI.

8. If my ticket is bought but the majikan cuts my leave, can I refund?

Depends on ticket type. Non-refundable promo tickets: no refund; reschedule HKD 800–1,500 (~Rp 1.5–2.8M) + fare difference. Flexible tickets (20–40% pricier): refundable with admin fee HKD 300–600 or one free reschedule. Tip: if leave status is not in writing from the majikan, don’t buy non-refundable promo tickets — the difference to a flexible ticket is cheaper than reschedule fees.

Notes from the PMI editorial desk

Returning from Hong Kong is not just about booking a ticket. There’s the 2-year contract × Clause 13 (majikan-pays-or-not) × Employer’s Consent Letter × re-entry stamp × KJRI documents × BP2MI reporting × oleh-oleh baggage × cargo costs — all running in parallel and affecting each other’s timing. The decision tree above helps temen2 PMI Hong Kong sequence the steps: first determine whether leave is end-of-contract or mid-contract (determines who pays for the ticket), then run majikan paperwork in parallel with the optimal ticket-booking window, then prepare KJRI documents at Causeway Bay on Sunday, finally report to BP2MI upon arrival in Indonesia.

FDH Visa and placement fee rules can change — check immd.gov.hk, kemlu.go.id/hongkong, and bp2mi.go.id before taking action. For specific cases, the labor attache at KJRI Hong Kong is the final authority.

Wishing temen2 PMI Hong Kong a smooth journey home. Enjoy the final Sunday at Victoria Park before balik kampung.
