Key terminology

BPIH (Biaya Penyelenggaraan Ibadah Haji / Hajj Pilgrimage Organisation Cost). Total real cost per pilgrim set by the President of Indonesia based on the Minister of Religious Affairs’ proposal and DPR approval. BPIH 2026 is split into Bipih (paid by pilgrim) and subsidy (from BPKH investment returns on pilgrim initial deposits).

Bipih (Biaya Perjalanan Ibadah Haji / Hajj Travel Cost). Component of BPIH charged directly to the pilgrim. Covers flights, Mecca-Medina accommodation, meals, ground transport, living cost (SAR 750), and visa components.

Initial Deposit. IDR 25,000,000 paid to a Deposit Recipient Bank (BPS BPIH) upon registration; determines the porsi (quota seat) number and queue position. Final payment is made several years later when the porsi is called.

Porsi Number. Sequential national queue identifier issued by SISKOHAT after the initial deposit clears. This position cannot be transferred except under specific conditions (death, chronic illness) per PMA 13/2021.

Embarkation. International Hajj departure airport designated by Kemenag; 13 active embarkations operate for the 2026 Hajj season. Pilgrims enter the Hajj Dormitory 24 hours before flight.

Regular Hajj registration criteria

Under PMA 13 of 2021 and revised PMA 6 of 2024, the criteria for regular Hajj registration in Indonesia are:

  1. Indonesian citizen. Valid electronic ID card (KTP-el) and Family Card (KK).
  2. Muslim. Declaration in the registration form.
  3. Minimum age 12 at registration. No general maximum age, but elderly pilgrims (>65) must clear istitha’ah kesehatan (health eligibility) assessed by the Hajj Health Service Centre.
  4. Hajj savings account. Opened at one of the BPS BPIH Deposit Recipient Banks (Bank Syariah Indonesia, Mandiri Taspen, Muamalat, Mega Syariah, BCA Syariah, BTN Syariah, regional Sharia BPDs, plus 26 other appointed banks — full list at haji.kemenag.go.id).
  5. Initial deposit IDR 25 million. Paid in lump sum to the Hajj savings account; the deposit receipt (BPIH slip) becomes the basis for registration at the Regency/City Kemenag Office.
  6. Has not previously performed Hajj. Pilgrims who have completed Hajj may register again only after 10 years from their last Hajj (PMA 6/2024 article 7).
  7. Health Eligibility (Istitha’ah Kesehatan). Health screening occurs in at least 2 stages: (a) upon entering the waiting list and (b) at final payment. Pilgrims with severe comorbidities (heart, kidney, late-stage cancer, dementia) may be postponed or cancelled.

How to register for regular Hajj: seven steps

  1. Open a Hajj savings account at a nearby BPS BPIH bank. Deposit a minimum of IDR 25,000,000 lump-sum. Bring ID card, Family Card, and passport-style photos.
  2. Obtain Initial Deposit Proof (BPIH slip). The bank issues a slip with a 13-digit validation number.
  3. Register at the Kemenag Office of your residency Regency/City within 5 business days of deposit. Bring the original BPIH slip, ID/Family Card photocopies, birth certificate/diploma/marriage book, and white-background photos 3x4 (10 copies) and 4x6 (5 copies).
  4. Initial health eligibility check at a designated Puskesmas or hospital. The health clearance letter is attached to the SPPH (Hajj Registration Form).
  5. Wait for porsi number issuance from SISKOHAT. Maximum 10 business days. The porsi number is sent via SMS and can be checked at haji.kemenag.go.id/v5/basis-data/waiting-list.
  6. Wait through queue period per provincial estimate (see main table). During the wait, pilgrims must update data (address, health status) at minimum every 5 years.
  7. Final payment when porsi is called. BPIH balance is paid 90 days before departure. After payment, pilgrims attend manasik training and enter the Hajj Dormitory 24 hours before flight.

Four Hajj policy decisions for 2026

Deep-dive by region

Sumatra

Ten Sumatran provinces share 43,733 regular quota seats. Aceh has the shortest wait in Sumatra (26 years) due to high quota relative to its Muslim population base. Lampung and North Sumatra hold the two largest waiting lists (>148,000 each). Embarkations: Aceh (BTJ), Medan (KNO), Padang (PDG), Batam (BTH), Palembang (PLM). Sumatra BPIH ranges IDR 90.1M–IDR 92.4M (lower than the national average due to relatively short flight distance to Jeddah).

Java

Six Javanese provinces absorb 124,621 regular seats — 55% of the national total. West Java and East Java each carry over 1 million waiting list (combined ~2 million active pilgrims). DIY stands out with a 32-year wait despite relatively small quota — Yogyakarta and Bantul have high early-registration rates due to stronger economic conditions. Sulawesi and Eastern Indonesia

South Sulawesi has the largest applicant base in Eastern Indonesia (250,130 waiting list, 34 years). NTB is the national extreme at 47 years — highest due to Lombok’s dense Muslim population and relatively small provincial quota. Papuan DOB provinces (South, Highland, Central, Southwest Papua) have the shortest waits at 9–13 years. UPG Makassar embarkation serves 10 provinces simultaneously — Sudiang Dormitory capacity expanded to 2,500 pilgrims per flight wave. UPG BPIH is the highest nationally at IDR 95.2M due to flight distance.

Bali, NTB, NTT

Bali (47,500 Muslims, 705 quota) has a 39-year wait. NTB is extreme at 47 years. NTT is relatively short at 19 years. All three provinces depart via SUB Surabaya Embarkation (except NTB via LOP Lombok, opened 2018). How to check porsi number and departure estimate

Kemenag provides a public self-check portal for estimated departure based on the issued porsi number:

  1. Open haji.kemenag.go.id/v5/basis-data/waiting-list (free public access).
  2. Select province from the 34-province dropdown.
  3. Enter 10-digit porsi number (printed on the Initial Deposit Proof).
  4. System displays estimated departure year based on annual provincial quota and current queue position.

Alternative: Pusaka Kemenag mobile app (Android and iOS) has the same porsi-check feature plus push notifications when the porsi is called. The app requires login with NIK (national ID number) and porsi number.

Cancellation and porsi transfer

Per PMA 13/2021 articles 14–17:

Cancellation by pilgrim. The IDR 25M initial deposit can be withdrawn with an administrative fee deduction of IDR 25,000. Refunds are processed via the provincial Kanwil Kemenag, taking 7 business days.

Transfer due to death. The porsi number may be transferred to an heir (child, spouse, parent) who has not yet performed Hajj and meets eligibility. File via Regency/City Kemenag with death certificate and inheritance letter.

Transfer due to chronic illness. Illness that prevents independent worship (per Ministry of Health decision) allows transfer to an heir with medical recommendation from a designated hospital.

Transfer due to relocation. The national porsi number remains unchanged; only the administrating Regency/City Kemenag and provincial departure estimate change.

Is special Hajj different from regular Hajj?

Yes. Special Hajj is organised by PIHK (Special Hajj Pilgrimage Organisers) registered with Kemenag, with minimum cost USD 8,000 (~IDR 130 million) and waiting list of 5–7 years. Accommodation is closer to the Grand Mosque and service is more intensive. National quota is 17,680 (8% of total). Registration is direct via PIHK with USD 4,000 initial deposit. How can I check my waiting list independently?

Access haji.kemenag.go.id/v5/basis-data/waiting-list — enter the 10-digit porsi number from the Initial Deposit Proof. Alternative: Pusaka Kemenag mobile app (Android/iOS) with NIK login. The departure estimate is auto-calculated using annual quota and provincial queue position. Updates are real-time, following final payments and cancellations from other pilgrims.

Can children be registered for Hajj?

Yes, since the PMA 13/2021 revision, the minimum registration age is 12 years (previously 18). For children >12, registration is done by parent/guardian using the child’s existing ID card, Family Card, and birth certificate. Can Hajj costs be paid in instalments?

Not officially. Registration requires the IDR 25M initial deposit in a lump sum.
